Pure Wickedness Lagos State Polytechnic Graduate Raped To Death

A 21- year -old lady, identified simply as Nofisat, was raped and slaughtered to death by unknown assailants in her home at the Magbon area of Ogijo in Ogun State.

The incident happened on Wednesday at about 2p.m.

The victim had just earned her Higher National Diploma from the Lagos State Polytechnic, Ikorodu on Saturday, April 27 and was still in a celebratory mood when the suspected culprits stormed her residence and raped her to death.

Nofisat was said to be the only person at home as her mother a school teacher and her siblings had gone to school.

Neighbours said the victim’s mother came back from school and saw her naked in a pool of her own blood as the rapists were also said to have slit her throat.

It was gathered that the police have arrested two men said to reside in the same premises in connection with the brutal murder.

A postmortem examination that will help the police in the investigation has been stalled as the victim’s remains have since been buried according to Islamic rites at the Alaba Muslim Cemetery at Ogijo at about 3 p.m. on Thursday.

AT least 100 students of Lagos State Polytechnic have participated in the just concluded voluntary blood donation exercise which took place in the Ikorodu main campus recently.

During the exercise organised in conjunction with the Lagos State Blood Transfusion committee, Nigerians were urged to donate blood voluntarily without expecting financial reward.

A member of the committee, Mr. Solomon Eka, described blood donation as an important exercise in saving lives adding, ” Nigerians should show concern when privileged to do so.”

Eka who enumerated some criteria for blood donation said, ”it is not about the donor’s size but their state of health. Before donating blood, the donor must weigh at least 50kg and the blood pressure and blood level must be normal. Also, anybody who is less than 18 or above 65 years cannot participate in the exercise. Nursing mothers and those just recovering from illness cannot donate.” he said.

At the event, blood identity cards were issued to donors to also granttheir familymembers access to blood when they are in need of it. Mrs Sherifat Lawal, also a member of the Lagos State Blood Transfusion committee advised the students to protect themselves from HIV, hepatitis and other transmittable diseases.

COURT SENDS 20 STUDENTS OF KOGI STATE POLYTECHNIC TO PRISON OVER MURDER OF LECTURER

Twenty students of the Kogi State Polytechnic have been remanded in prison custody by a Lokoja Magistrates Court over rioting and murder of a senior lecturer of the institution, Mr Nathaniel Abimaje.

During the court session yesterday, the police prosecutor, Samuel Ikutanwa, told the court thaton April 19, the accused persons incited some unidentified students of the institution to riot over the setting up of a panel to look into the case of a student who was involved in examination malpractice.

He told the court that the accused persons were armed with dangerous weapons such as axes, guns and cutlasses. He further alleged that the students went on rampage and stabbed Abimaje severally.

“They were protesting the setting up of a panel to look into the case of examination malpractice. During the rampage, the accused beat and stabbed Abimaje severally and left him in a pool of his blood. The lecturerwas rushed to the Specialist Hospital, Lokoja, but died before he could receive medical attention,” Ikutanwa said.

The prosecutor said investigation revealed that along-standing dispute between Igala and Ebira students in the institution also fuelled the crisis. He urged the court to remand the accused in prison custody.

The accused persons who were charged with criminal conspiracy, inciting disturbance of public peace, rioting and culpable homicide, pleaded not guilty to the charges.

Counsel to the accused, J.E. Usman Esq. asked the court to exercise its discretion andgrant the accused bail on theground that an accused is presumed innocent until proven otherwise.

In his ruling Chief Magistrate Levi Animoku said the offence of culpable homicide which the accused were charged with carries death penalty under Section 221 of the Penal Code and was not bailable.

He said he had no discretion to exercise in the matter as the offence was a capital one, adding that Section 35(7)(a) of the 1999 constitution provides that presumption of innocence was not absolute, especially in a case of culpable homicide. Animoku ordered that the accused be remanded at Federal Prisons,Kabba, and adjourned the case to May 21 for further mention.

At Last Polytechnics and colleges to award degrees

Selected polytechnics and colleges of education will soon be upgraded to award university degrees, Nigerian Minister of State for Education Hajiya Aishatu Dukku has announced. Dukku said adequate funds would be made available to employ university-level teachers and upgrade infrastructure at the institutions. One of the main objectives of the reform is to create additional avenues for would-be students in a country where hundreds of thousands of qualified school-leavers are unable to clinch university places each year.

The National Board for Technical Education, in charge of polytechnic and monotechnic colleges, and the National Board for Colleges of Education have been mandated to restructure curricula at the selected institutions with a view to introducing new programmes aimed at producing university graduates. The higher education diplomas awarded by polytechnic and monotechnic colleges will be phased out and replaced with bachelor of technology degrees.

"The essence is to strengthen polytechnic education and make these institutions concentrate on their primary mandate while increasing access to tertiary education," Dukku affirmed. "Colleges of education will be upgraded gradually to award Bachelor of Education degrees in addition to the Nigeria Certificate in Education."

The reform has met with positive response from many secondary school-leavers who have failed to obtain places in Nigeria's 93 public and private universities. Some 300,000 qualified candidates could not gain admission for the upcoming session starting in October

The announcement had an immediate effect. Many unsuccessful would-be students still eager to obtain degrees took advantage of the recent entrance examinations for monotechnics, polytechnics and colleges of education. More than 320,000 candidates sat the exams nationwide.

"Most of the candidates are aware of the government's plan to further develop technical education," said Dukku.

To give teeth to the reform, the government has merged both the salary and career prospects of holders of university degrees and graduates of polytechnics and colleges of education. Hitherto, university graduates had an edge, earning higher salaries than their counterparts from colleges, and there was a ceiling beyond which college graduates could not rise. That is gone for good - higher education products are now equal.

Reaction to this was mixed. Mosun Igando, an industrial relations specialist, declared: "We must be careful in our assessment of this reform. Until now, those who were offered admission to universities, after very tough and keenly contested entrance examinations, were regarded as excellent future civil servants, potential researchers and scholars needed in the private and public sectors. To motivate them they were, rightly, paid higher salaries and placed on higher career prospects compared to products of colleges."

But another industrial relations expert, Ahmed Jega, supported the removal of the differentials which he described as "outdated and discriminatory barriers". First, he argued, students admitted to universities were not always much brighter than those who chose to go to college - they were products of the same secondary school environment.

Second, the knowledge and skills learned in the different types of institutions were comparable if they were taught by equally competent teachers.

"Lastly, we have observed, at least in the private sector, that those from polytechnics have better practical experience than graduates from universities in certain fields of engineering, finance, marketing, public relations and management technology. Therefore disparities in career prospects should be removed. It is the right step in the right direction," Jega said.

Employers in both the private and public sectors welcomed the reform, especially in the area of information and communication technology, where polytechnic graduates with their practical education are preferred over those from universities with more theoretical grounding. Also, polytechnics encourage industrial training for their students and, with the removal of barriers, polytechnic ICT graduates might earn more than university graduates.

The conversion of some polytechnics and colleges into degree-awarding institutions might also create opportunities for some of their brilliant graduates to undertake postgraduate studies, although this will need to be done in collaboration with university academics.

Some experts have pointed out dangers in the reform if polytechnics and colleges abandon their mission to produce much-needed middle-level professionals with specific technical skills that help to drive the country's industrialisation process. 

In its contribution to the debate, The Guardian in Lagos wrote that polytechnics and colleges had already largely abandoned their intended roles: "The need for technical skills has not disappeared, what has failed is the implementation of the original objective," the paper declared.

"The extent of this failure is further evident in the manner in which the polytechnics and monotechnics have moved away from their original mandate by offering virtually every course under the sun."

The solution to this failure, highlighted by The Guardian, might be found in existing lower-level education institutions. Ndubisi Okoh, a consultant in education psychology, argued that technical and teacher colleges could be revived and properly funded to produce middle-level manpower and artisans, allowing polytechnics and other colleges to pursue new objectives.

No Convocation Without Issuance Of Certificate To Graduating Students – FG Warns Polytechnics

The Minister of Education, Prof. Ruqayyatu Rufai, has warned polytechnics undertaking the post-graduate diploma programmes to stop, saying it is not part of their mandate.

Rufa’i gave the warning on Monday in Abuja at the inauguration of the governing councils for the National Teachers Institute, National Educational Research Development Council, 15 federal polytechnics and 19 federal colleges of education.

She directed that henceforth, no polytechnic convocation would hold without issuance of certificates to graduating students.

The minister also ordered that the provosts and registrars of education must sign NCE certificates as obtained in polytechnics and universities.

“The provosts and registrars of colleges of education should sign NCE certificates as obtained in polytechnics and universities.

“Issuance of certificates to graduating students is a prerequisite for approval for holding convocations; thus no certificate, no convocation,” she directed.

While addressing the inaugurated council members, Rufai urged them to encourage responsive and responsible unionism in their respectiveinstitutions and arrest problems of cultism, drug abuse and other social vices among students.

“Governing councils have a strategic role to play in facilitating the required transformation of the tertiary education sector in order to actualise the desire of government to provide easy access without compromising standards and quality.

“The composition of these governing councils is apt and places high demands on you to work assiduously to realise these goals,’’ she said.

Rufa’i said that effective strategies should also be developed for earlydetection and eradication of all forms of vices such as examination malpractice, sexual harassment, extortion, inducement, loss of examination scripts and results.

She advised the councils not to be lured into turning the prestigious fellowship awards to chieftaincy title affairs.

Responding on behalf of his colleagues, Chief Ebenezer Babatope, Chairman, Governing Council of College of Technology, Yaba, pledgedto use their appointments to contribute to the development of the education sector.

He thanked the Federal Government for the privilege to serve the country.
